Assume two perceived types of students:

a.               prepared for grade level

b.              unprepared for grade level

 

Among parents of prepared students there is a distribution of tolerance for attending schools populated by students perceived as unprepared.

 

10% of parents of prepared students will reject school if it has any unprepared students.

 

20% of parents of prepared students will reject school if over 10% of students are unprepared.

 

20% of parents of prepared students will reject school if over 20% of students are unprepared.

 

20% of parents of prepared students will reject school if over 30% of students are unprepared.
